BETWEEN ELECTIONS
Practical ways for Nelson Mandela Bay residents to document service issues, request evidence and follow up safely.
Residents already have ways to log faults and inspect some public records. The next step is linking each complaint to the responsible team, timetable, spend and verified result.
For an urgent public-health or safety emergency, use the relevant emergency service as well as creating a municipal record.
Proposed minimum data contract: machine-readable, searchable by ward, updated daily, with a timestamp and a correction history.
Publish personal information only when lawful; never expose residents’ ID numbers, account details, phone numbers or exact private addresses.
Use the municipality’s E-Service query portal or Customer Care at 041 506 5555. For water leaks, the current municipal site lists 0800 20 5050 and waterleaks@mandelametro.gov.za. Ask for a reference number and the assigned unit.
Record the date, time, ward, nearest public landmark, photos and outage duration. Keep the case number, names, promised date and every follow-up. Remove residents’ personal details before sharing publicly.
Send the case number and request the responsible directorate, repair plan and target date in writing. Find current councillor contacts through the IEC’s ward councillor lookup.
Attend public council and MPAC annual-report meetings, submit written comments on the IDP and budget, and ask councillors to report progress on resolutions. The Constitution requires open council business and community involvement.
Ask for the fault log, work order, contract, change orders, invoice and inspection record. The government directory lists the Municipal Manager as the PAIA Information Officer. If refused or unanswered, follow the Information Regulator’s appeal/complaint process.
After municipal channels are exhausted, take maladministration or undue delay to the Public Protector. Report credible evidence of corruption to law enforcement or the relevant anti-corruption channel. AGSA audits systems; it is not a repair hotline.
Ask for specific records and a date range. Keep a copy and request acknowledgement.

| Actor | What residents can demand |
|---|---|
| Council / mayor / MMCs | Funded priorities, public votes, oversight, deadlines, and political consequences for missed commitments. |
| Municipal manager / departments | Reliable operations, skilled staff, records, procurement controls and closure evidence for service cases. |
| Provincial / national government | Support and capacity-building; water resource and bulk-system coordination where those powers sit outside the municipality. |
| Residents | Document issues, use formal channels, attend hearings, request records, compare promises with verified results, vote. |
The Constitution gives municipalities primary local authority and also requires national and provincial governments to support municipal capacity. A responsibility map should identify the asset owner and decision-maker for each failure before blame is assigned.
